cmd: update commands to new calibration config/data directory structure

Jameson Rollins requested to merge jameson.rollins/pydarm:cli-measurement into master

Configuration now stored in CAL_CONFIG_ROOT, and measurement data will now be written to individual per measurement set directories in CAL_MEASUREMENT_ROOT.

The measurement and report generation commands have also been improved.
