Simplify use of calibration line frequencies in CALCS and Uncertainty

This MR removes the need for the uncertainty budget to have the calibration line frequencies at hand. The calibration lines are needed in CALCS, so we should expect to have a CALCS section for the uncertainty budget

The FIR section also has calibration line frequencies but these will be removed in a future FIR module cleanup that Maddie is currently working on
