Draft: Modified actuation.py for moving LOCK filters to OMC model.

Modified actuation.py to handle an additional sus_iscinf_lock_filter_file setting from the .ini file in order to allow for pulling ISCINF and LOCK filter definitions from say, l1omc, while still pulling later filters such as DRIVEALIGN and COILOUTF from, say, l1susetmx. Intended to be backwards compatible and defaults the old behavior if the variable/attribute doesn't exist.
