Added new EPICS records for DELTAL to PCAL comparison

This MR adds new EPICS records for DELTAL to PCAL systematic error monitors, PCAL X/Y comparisons, tries to make the frequencies less obfuscated when assigning to variables, and sets the new O4 defaults for the optional arguments.
