Added hardware injection module

This MR adds the functions needed to compute transfer functions for the hardware injection path relying on the photon calibrator. The main things these methods need are the photon calibrator excitation point calibration (pcal_etm_watts_per_ofs_volt), suspension dynamical model, and mean arm length (to convert meters to strain)
