This MR allows setting magnitude and phase ranges in unc plots when needed rather than always using the default +/-10% and +/-10 deg.

It also fixed a bug in the original plotting function where the phase range is set to the magnitude range. Since both of them are +/-10 by default, this bug has not impacted the output results.
