Fix cal_root bug and add package needed in CMD

In this MR, the command export IFO=H1 and CAL_ROOT="/ligo/groups/cal/H1" is moved to script session in .gitlab-ci.yml.

Also add two packages needed for cmd, python-foton and tabulate.
