data root config

Jameson Rollins requested to merge jameson.rollins/pydarm:data-root-config into master

This series applies on top of the !33 (merged), to improve the retrieval of data files from the "data root", e.g. what used to be the "SVN". A new method is added to abstract the data path retrieval, to aid in providing better defaults and to allow for overriding.

The data root config variable name is then changed, now cal_data_root, to remove reference to "svn". This can now also be overridden with the CAL_DATA_ROOT environment variable to allow easy overriding of a common config for local usage.
