Draft: Response uncertainty GPR based on gpflow

This method was tested locally on this notebook. Waiting for all files to be accessible on CIT to fully test this code (rerun O4a uncertainty).

NOTE: Currently this only works on CIT, due to TensorFlow computation relying on CPUs with Advanced Vector Extensions (AVX). These are not currently available on LHO/LLO clusters.
