cmd: all report files in git, and single valid tag per report

This MR does several things, but the main ones are:

  • tracking all the report files in git, and the using git push to push the report to the archive
  • moving to only a single valid tag per report, so if a valid tag is added to a report version then all other valid tags are removed.

Various other small interface improvements are also provided.
