handle missing hfrl epoch reports & add uncertainty log to cmd test case

This MR fixes two issues:

  1. the cmd test was failing due to an uncovered case where there are no reports with the new 'epoch-hfrl' tag
  2. the cmd test was failing due to the new uncertainty log file missing from the cmd test check
