Draft: Update deployment conda environment to python 3.10

This is partially to address https://services1.ligo-la.caltech.edu/FRS/show_bug.cgi?id=29088

pydarm should be able to support 3.10. I think the reason we're stuck on 3.9 is because of gstlal-calibration, which I don't think we'll be able to update during O4. We could potentially deploy different environments in the control room and on the site clusters, but that would be a bit of a pain to manage...

There are maybe other things in the environment that would need to be updated as well, such as the git version.
