Fix failing test code on uncertainty genration

Updated data.zip to include H1:GDS-CALIB_STATE_VECTOR, and modified uncertainty cmd to use said file data for state vector check if provided.

NOTE: the state vector data was artificially set to be a value that would pass the check.
