Merge the setup CI into master

Want to merge the CI into master for further development of the model. Not all functions have a unit test because some require reading in a file (FOTON filter file, analog AA/AI .mat file, or .mat SUS dynamical model). We will need to figure out how to address this moving forward. Since the CI is not actually complete, I'll leave the branch for further development.
