(Issue #45) Add parameter (and subsequent loading in) of PCAL Foton File

As Jeff mentioned in the Issue #45 (closed) that we need to be able to import "S" or "susnorm" and "mpN_DC". So, we make a new function (susnorm) on the pcal.py and introduce some new parameters in the .ini file.
