Save / Read MCMC posteriors to / from HDF5 file

This adds a method to save/read MCMC posteriors to/from an HDF5 file. Currently this would allow to save MCMC posteriors to a file for single measurements. Meaning, 4 files would be needed for uncertainty budgets: sensing, UIM, PUM, TST. As I recall from O3, we only had 2 files for sensing and a combined actuation measurement.
