FIR

We created a new draft merger request for FIR filter generation. It has been proposed that we try to move as much of the calibration codebase into pyDARM as is possible. These codes are based on the previous version of createFIRfilter.py from the old pyDARM on svn. We also modified some dependencies on FIRtools.py by using scipy package for FIR filter generation. By using current plot.py, we modified the checking time-domain vs frequency-domain response function in order to create the ouput plots.
