Control room calibration for DTT

This merge request allows for the computation of the control room DTT calibration. Essentially this is dividing out the whitening filter, applying the residual sensing and actuation correction terms, accounting for the one clock cycle delay for data transfer to CAL-CS, and any time delay filter adjustments (integer clock cycle delay or Thiran filtering) to the actuation path.
