Change accounting tags in submission templates to o4

Jacob Golomb requested to merge jacob.golomb/gwpopulation_pipe:edit_submission_files into master

The default account tag is ligo.dev.o4.cbc.pe.lalinference, which is probably expired/expiring on CIT, so I changed it to o4.
