MAINT: update some config options

Colm Talbot requested to merge fix-submit-options into master

Following https://computing.docs.ligo.org/guide/htcondor/access/ this should allow jobs to run either on the local cluster or via the OSG.

I also bumped the disk request for collection jobs as the new injection files are bigger.
