ENH: add chi effective only prior

Colm Talbot requested to merge chi-eff-only-prior into master

This MR adds the marginal chi effective prior for the usual isotropic and uniform in magnitude spin prior.

I still need to integrate this into the rest of the code.

I've been testing this locally, but I'll document it somewhere here.

This inadvertently closes #27 (closed)
