Python 3 documentation

This MR does two things: (a) documents the new spiir_python{2to3,3to2} function in the build environment, and (b) memorialises the discussions at last week’s (UWA) optimisation meeting about the plan for the Python 2 → 3 transition (and indeed Gstreamer even gets the barest mention!).
