Bilby: configuration template updates
What?
This MR allows the gwpy read method called by bilby_pipe to be configurable.
Closes #142 (closed), #154 (closed), and #155 (closed).
Why?
Some frames can't be read with the default bilby_pipe read method, but the read method is configurable in bilby_pipe.
