Fix bilby frame-dict
What?
This MR fixes a bug present when frame-dicts are used with bilby.
Why?
Without this fix bilby jobs will fail as the frame-dict will be malformed.

Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 30 April 2024 starting at approximately 9am PDT.
