Draft: Add rift bootstrap creation
This merge request aims to add code to allow RIFT productions to automatically generate a bootstrapping grid from a previous lalinference run's posterior samples file.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 30 April 2024 starting at approximately 9am PDT.
