Update mass ratio lower bound from expr to float.

See title, change "1/6" in the yaml file to 0.16666667. I am guessing the 7 at the end is good to have to avoid a "1/6 > 0.16" to happen somewhere in the wf code - and this number of 6s seems definitely large enough to not influence PE.
