Better logic for finding OrgIdentity ID and Identifier
Fix so that the array object containing the petition is accessed properly to find the OrgIdentity ID and the loop over Identifier objects happens properly.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 14 May 2024 starting at approximately 9am PDT.
