it rereads the pvlist file as well as the access file when it changes
the access security.  This involved significant changes to the access
security logic.  Fixed some bugs and memory leaks with Regex.  Changed
the beacon anomaly logic.  Should be cleaner and simpler.  Added call
to new asDumpFP routine, available with 3.14.5+, giving much more
access security information.
