Remove scipy as requirement for cds-crtools binary RPM
Currently the cds-crtools-3.1.2-1.1
binary RPM includes a runtime requirement on scipy:

However, I cannot understand why that is, since the only files in cds-crtools
are compiled ELF binaries and SO libraries.
Can the scipy
requirement be removed?
