Permanent (hopefully) fix for Spectracom IRIG-B boards detecting year info from aLIGO IRIG-B.

	- Added code to map.c to receive the proper time code (board auto-detect not picking up YEAR info).
	- If year info still not received, as when computer has IRIG-B card but not an aLIGO DCLS IRIG-B signal,
	  then use the previous temporary fix to calculate GPS seconds. Note, in this case, the patch is only good
	  for 2012 and would need update for 2013 and beyond. This is being left in primarily to support test stands
	  and other facilities that do not have an aLIGO IRIG-B system.
