Modified EPICS sequencer state code to initialize filter module SWSTAT.HIGH to 0x7fff. This

is done to support checking of filter switch settings by the EPICS code.
Modified Makefile.linux to remove this channel from autoBurt regeneration, such that
initialization above cannot be overwritten by burt files.
