Renaming the ligo_iomap.h and LIGO_IOREMAP to be more general. 

 * ligo_iomap.h becomes iomap_selection.h to denote what it actually does.
 * LIGO_IOREMAP becomes simply IOREMAP to note that it isn't LIGO specific.
