Fixed the min/max/mean for the endpoints received.
The min/max had been set to latch.  Now they are reset
each 1/16s cycle.  The mean needed to be cleared each
cycle as well.

Added some diagnostics and epics output to report on
the relative arrival time of the endpoints.

RECV_BIN_MISS, RECV_BIN_[0-9] are 5ms bins.  They count
the number of endpoints reporting in that 5ms offset from
the first endpoint that reports.  This can give a report
on how tightly packed the input data is.

Improve the diagnostics on zmq_rcv_ix_xmit (added a -z to print
zmq connection state updates).

Added a configurable delay to fe_stream_test, needed to help align
fe_stream_test output with output from regular front end computers.

Minor update to zmq_fe to list the time delta from data production to
it being sent.

This is an attempt to allow load balancing of incoming connections
across multiple interfaces.

Added a -L option which would allow specifying multiple
interfaces.  Each subscription gets a specific source interface
via a round robin selection.

If not specified, zmq figures out interface to use.

Pass the -d option to set the delay that it will wait for computes to send data.  The default is 10ms and the allowable range is 5-40ms.

Metrics are calculated and pushed out a pipe so the dc_cas.py script
can export them to epics.

Extracted the code from zmq_threads.c and made it into a library, created
a cmake target zmq::simple_pv and converted zmq_threads and zmq_rcv_ix_xmit
to use this library.

Instead of not taking a minute trend size which breaks compatibility
with old daqdrc files, allow the minute trend buffer size to be
specified (but still defaults to the correct value if not specified) and
abort if it is not 60.

Added a -f option which generates a channel list, creates a .ini/.par
file and then exits.  This is to put a 'failed' node into the test
setup creating appropriate meta data.

Previously it had started at the beginning of the buffer and move
dcu by dcu.  Now, use data from the channel scatter gather maps to
set where each dcu starts.

Working this way should isolate the effect of arithmetic errors in
writing into the producer move buffer.

This is only used in the DAQD_SHMEM, using this in more of the producers
would require more extensive changes in the initialize_vmpic code +
accounting for where TP data starts.

This fixes data layout issues that showed up in daqd_shmem if an expected
dcu was marked as bad.

zmq_fe requires IFO/SITE environment variables to be set or to have the
gdstp directory passed in.  Update the options for the gdstp directory,
to aid startup scripts and keep the options more consistent with other
send/receive programs by changing the gdstp dir option from -g to -d in
order to not conflict with the ix group number.

Added monitor_thread_scheduling.py, this is a pcaspy script which takes
two arguments, a PID and a prefix.  It then exports a set of PVs,
currently one per child thread of the given PID that contains the last
cpu the thread was scheduled on.  It refreshes the data at a 4hz rate.
