- install: changed to use SITE and IFO env variables
- createEpicsMakefile.pm: change to use site instead of location variable
- feCodeGen.pl: requireIOcnt enabled by default. Is disabled by either:
  (1) Set requireIOcnt=0 in model Parameter block
  (2) Automatically if model name start with 'x', indicating a test stand.

for ANU models. Also needed to add new setting for LAO.

tests if kernel module was created before updating testpoint.par.  This prevents epics only models from ending up in testpoint.par.

* better variable checking

remove ambiguity and need for tconvert

  - EDCU sync source is now carried through via EPICS environment variable
  - install changed to only load EPICS for EDCU ie no longer need to hand edit startup file

Closes #19 - Remove the old CSS Studio files used for creating user-interface (BOY) files
Remove plugins directory with pv and reader.nds. Remove jars directory with old xml
Remove commented-out sections of install scripts that used to make custom OPI files

in model start/kill scripts.  No longer needed as now have SDF.
