Slow Controls SDF, h1syscsauxsdf does not appear to always completely read safe.snap

On startup h1syscsauxsdf does not always have a full set of setpoint values. Details:

missing values are always strings missing values are from line N in safe.snap onwards any non-string beyond line N is read, only string setpoints are not 'found' the DISCONN CHN count is typically in the 1200 range, but this number appears bogus forcing a re-read of the safe.snap always fixes the problem

This SDF fails more than 50% of the time when started.
