reduce IRIG b timing minimum
IRIGB timing error on GDS tp screen, which is really microseconds from start of second boundary to some point in the 0th IOP cycle, run low about 3 or 4 usec on fast adc IOP models.
However, such models aren't in danger of going negative, so a lower limit of 1 is high enough for errors.
Adjust acceptable minimum on medm read out (in epics) and timing status bit (in model), but only when LIGO timing card is in use. See fast_adc_timing branch for clue on where to change model for timing status bit.
