The slow controls/CA SDF should be able to handle channels not in the same prefix (ie L0 or H0 as well).

Currently the SDF code limits the variable it monitors to the prefix of the system (H1 or L1).

The code comments list the PREFIX check was used to make sure we were not in a BURT header. The solution would be a better parsing.
