SWSTAT epics p.v. missing ramp bits from SW2R

SW bits 12 and 13 (0x1000 and 0x2000), which are the gain and offset ramping flags are missing from SWSTAT.

It'd be a good idea to check the rest of the bits, including those from SW1R.

The filter module offset and gain ramping bits have been added to SWSTAT: Bit 28 = 1 when filter module gain is ramping Bit 20 = 1 when filter module offset value is ramping
