Rtcds enable option

Erik von Reis requested to merge erik.vonreis/advligorts:rtcds_enable_option into master

ALLOW_MODEL_ENABLE can now be set to false to block rtcds from trying to "systemctl enable" a model. If ALLOW_MODEL_ENABLE is not defined, then enabling is allowed.
