Creating the 4.0.0 release for Debian.
- Initial release for production
- Breaks out the awgtpman, local_dc, and edc programs into seperate packages to facilitate future upgrades in production with minimal impact.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 30 April 2024 starting at approximately 9am PDT.
