Pub sub restart

Jonathan Hanks requested to merge jonathan-hanks/advligorts:pub_sub_restart into master

This adds an optional administrative http interface to the cps_recv program.

This interface allows a user/administrator to query for the list of subscriptions and request that a subscription be restarted.

It requires a copy of the cds pub/sub code > 0.1.0 in order to restart a subscription.
