Cps recv to get dc diags

This adds in a number of the daqd diagnostics into cps_recv, so that daqd is not needed on the data concentrator in a large setup (we only run it for the epics variables).

• This extends the admin interface to allow clearing the crc values.
• This adds a background thread that processes the data stream after it is sent onto the next stage and updates the epics variables.
• If a master ini filename is passed to the --channels option the dc style stats are gathered.
