Add several diagnostics registers to the LPTC driver and to the related /sys file system

LIGO PCIe Timing Card board diagnostics, status registers, timing registers, control registers and others added as 'get' functions to the LPTC driver, and as files under /sys/kernel/gpstime/lptc. Some slot specific registers also added.

Marking as draft. I'd like to flesh out lptc_info python script, and the latest commit is not fully tested.

A test stand with an LPTC installed is needed to finish.
