rtcds improvements

Several minor improvements to rtcds

• fixes restart --all, closes #319 (closed)
• root build and install not allowed (breaks file permissions). closes #312 (closed)
• rtcds start ... will now start other models if model1 already started. Closes #276 (closed)
• lowercase model names enforced on most commands. closes #234 (closed)
• setting START_DELAY environment variable speeds up model starts on systems that don't need much delay, such as the sites.
