Replace rtcds (bash) with rtcds (python)

This change is in support of the python3-rtcds-cmd package, which replaces the rtcds bash script currently used.

package build creates 'rcg-version' file in src directory python3-rtcds-cmd added as dependency for advligorts-fe and advligorst-rcg
