Drop python3-rtcds package (bullseye)

source for startup generator (rtcds.fe_generator) module in python3-rtcds package is moved to cds/rtcds. Packaing is dropped.

Also, a version file needed by rtcds command line is added to the rcg package, and dependencies are added to -fe and -rcg packages for the new python3-rtcds package from cds/rtcds, and to the new rtcds-frontend-startup package which installs the startup generator.
