Edcu forward port fixups
Forward port fixes to the edcu from branch 3.5
- move the crc checker out of the main thread
- when the ini file changes, do not send the new crc to the mbuf
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 14 May 2024 starting at approximately 9am PDT.
