Raw trend writer epics, closes #38

Closes #38 (closed).

This request adds two epics variables to the daqd, these are used to signal the state of the raw minute trender and the time that the last cycle of raw minute trend writes took. These are provided to help system administrators and others track the state of the trend writer (with the same view into IO as is provided in the frame writers).
