RCG: Some changes to demod parts, part testing, user mode build

Change demod parts to reset frequency rotation values immediately.

Fixed gaussian test to allow an epsilon difference with output.

Added gaussian and demod tests to ctest.

Add avx2 and sse3 demod testing.

Add vectorization parameter handling to user mode builds.
