Add new timing card firmware version

Fixed DAQ channel hopping in EPICS channels caused by bad ordering of DUOTONE_TIME_FLOAT.

Add check that EPICS vars in INI file match expected order and address in shared memories used by EPICS and DAQ streaming.

The check found an out-of-order in DACKILLOP and DACKILLTIMED parts. This is fixed.

Added check for new firmware version for LIGO timing card FPGA. This has a different duotone offset than the older firmware. IOP models take that into account.
